Kissimmee mayor Jackie Espinosa was arrested Wednesday on charges of grand theft and fraud allegedly tied to applications submitted to the city's COVID boost program. Espinosa is accused of submitting applications on behalf of herself and family members, securing some $90,000 in city funds, despite ethical warnings and concerns from other staff members, officials said. Those actions have been part of city and state ethics investigations.
