China and Russia veto new UN sanctions on North Korea

China and Russia vetoed a U.N. resolution sponsored by the United States on Thursday that would have imposed tough new sanctions on North Korea for its spate of intercontinental ballistic missile launches that can be used to deliver nuclear weapons.

South Korea issued a joint statement with the United States, which fought alongside it during the 1950-53 war triggered by a surprise North Korean invasion. The U.S. still stations about 28,500 soldiers in South Korea in what North Korea views as a military threat.
