Daytona Beach police say Othal Wallace was cuffed in Officer Raynor's handcuffs

The Daytona Beach Police Department said Othal Wallace was arrested in DeKalb County, Georgia, at around 2:30 a.m. on Saturday. He was arrested inside a treehouse and armed with weapons, according to Daytona Beach Police Chief Jakari Young.
