Police give update on arrest made in celebratory gunfire death
The Kissimmee Police Department gave an update Friday after the arrest of Carlos Tejada, 44, on charges of manslaughter by culpable negligence. The arrest comes after 56-year-old Carmen Neira Ochoa was killed by celebratory gunfire in the early hours of Jan. 1.
