Neighborhood floods after woman filled storm drain with cement

A hearing was held Thursday between a woman who filled a stormdrain with cement because it was damaged and eroding her property, neighbors who said the filled stormdrain caused flooding in their neighborhood, and the county, who is trying to determine who owns the storm drain and who is now responsible for fixing it.
