Second arrest made in alleged Brevard puppy mill

Brevard County deputies have made a second arrest concerning an alleged puppy mill operation. Richard Cleveland faces 97 counts of aggravated animal cruelty and 38 counts of unlawful confinement of animals without food, water, or exercise. His wife was arrested last week on charges of raising dogs in dangerous conditions at three locations in the county.
