LEESBURG, Fla. (FOX 35 WOFL) - A new panhandling proposal is expected to be voted on in Leesburg today.
The city council is holding a second reading and public comment on the ordinance. It would require panhandlers to have a permit to ask for money.
The ordinance was first read earlier this month.
